David Bell:

IT & Business Change Consultant

David has been at the forefront of Digital and Transformational change within Customer and User Focused Software Development and Business Change projects.  Industries have included Contact Centre, Customer Relationship Management and Online Digital Services for the public and private sector, with a focus in recent years on delivering project management and business analysis skills within pivotal digital service projects: delivering customer-led practice to secure business efficiency, manage expectations and deliver effective business benefits; managing various technical and business workstreams.

 

David has extensive experience as a Business Analyst and Project Manager, operating throughout the Software Development Lifecycle (SDLC), highly adaptable to the needs of different industries and working across various business and technical departments on large scale business change projects, with a primary focus on Customer Experience initiatives.  Regularly playing a role within high profile, complex business & technical projects, David is very quick to interpret business process, functional and non-functional requirements, data migration and transformation requirements, regulatory and policy standards and ensure these are maintained within proposed solutions. He is highly adept within projects that introduce sizeable business & cultural change and is able to relatively easily get business buy-in and support to minimise the impact of such change.

 

David’s strength is in his Business Analysis skills.  Utilising recognised techniques, including BPMN notation, David effectively bridges the gap between business and IT teams delivering documentation and workshops in an appropriate manner for the intended audience.  In doing so he is able to facilitate significant system, process and cultural change into established business areas with minimal impact to the business.

 

In addition David is comfortable working in fast-paced environments, where pragmatic decision making and prioritisation are critical to project delivery.  He has worked under conditions of intense project governance and external scrutiny within his recent projects at Police Scotland, including presenting in front of senior officers, executive members, Scottish Government and Senior External Assurance officials.  In order to deliver such projects successfully he has needed to maintain positive and valuable working relationships with third party vendors, utilising onsite, offsite and offshore resources throughout projects.

 

As a vital team player, David has often found himself assuming various roles within his projects in order to help drive them to completion.  In addition to core roles of Business Analyst and Project Management, he has assumed a primary role within System Test management of an Oracle e-Business Suite implementation and was responsible for managing the progress of defects within the team and raising issues as a member of the project's Design Authority team.
